The District Board of Directors met on Tuesday, April 15, 2025, at 4:30 PM.
Joshua Howard, General Manager, provided an update on the upcoming audit committee meeting, participation in the Ellis County Regional Water Supply Study, ongoing JCSUD policy review and updates, legislative updates, and recent conference participation.
The Board voted to approve Axis Construction to install Kasco tank mixers at Plants 13, 34, 26, and 27. The existing Gridbee and Solarbee mixers in these tanks have either seized or are no longer functioning properly, and replacing or repairing them would cost roughly the same as purchasing new mixers. Given the successful performance of Kasco mixers already in use at Plant 1, Plant 8, and TST, JCSUD is confident in their reliability and effectiveness. Axis Construction, a trusted contractor with a strong track record of quality service, will perform the installations. The total cost of the project is $100,200, with each mixer priced at $25,050. This expenditure was included in the 2025 Capital Water and Sewer Systems budget and procured through BuyBoard contract #761-25. These upgrades play a vital role in supporting system integrity by preventing water stratification, improving circulation, and reducing the risk of stagnation in JCSUD’s storage tanks.
Following executive session, the Board voted to authorize General Manager Josh Howard to begin the negotiations of a water purchase contract with the City of Arlington and necessary steps toward a transmission line project for water supply.
The following JCSUD staff members were recognized for their years of service:
