The District Board of Directors met on Tuesday, May 20, 2025, at 4:30 PM.

The Board voted to adopt a resolution restructuring the District’s water rate classes to better reflect the needs and usage patterns of its growing customer base. Based on a detailed analysis conducted in partnership with NewGen, the District identified four distinct customer classes, including residential, commercial, institutional/agriculture, and irrigation, with each having separate rate structures. While monthly minimum charges will continue to be based on meter size, the updated rate structure will align usage charges with the specific characteristics of each class. Residential rates will remain unchanged for 2025, while commercial customers will see slightly higher rates balanced by expanded usage tiers. Institutional and agricultural customers will move to a flat volumetric rate with no tiers, and irrigation users will see higher rates per tier to encourage conservation. This restructuring is designed to promote fairness and sustainability without increasing overall revenue and will take effect on bills received in July.

The Board accepted the 2024 Annual Comprehensive Financial Report and the Independent Auditors Report presented by George, Morgan, and Sneed, P.C. Every year, state law and debt covenants require JCSUD to publish a complete set of audited financial statements. The District received an unmodified opinion, and the financial statements were presented fairly in all material respects and were in accordance with generally accepted accounting principles. In the presentation of the audit, the District was also recognized for receiving a Certificate of Achievement for Excellence in Financial Reporting for the 2023 Annual Comprehensive Financial Report. This certificate is the District's 11th year in a row to receive this prestigious award from the Government Finance Officers Association. 

The Board approved the transition of the District’s Purchase Card provider to First National Bank of Omaha (FNBO) as part of the Finance Department’s 2025 goals to update financial policies and procedures. After reviewing best practices and evaluating ongoing challenges with customer service from the current provider, staff recommended the switch to improve efficiency and administrative access.

The Board voted to adopt a resolution authorizing an auction of surplus property. JCSUD will partner with Renee Bates Auctioneers, Inc. to auction surplus property again this year, with the auction consisting of older vehicles that are taken out of service, office equipment, and other miscellaneous surplus materials. 

The Board also approved a three-year contract with Daupler to continue providing after-hours call handling and emergency response management services. Since partnering with Daupler in 2023, the District has utilized their Response Management System (RMS) to improve responsiveness to emergency water and wastewater calls, enhance transparency, and strengthen two-way communication with customers through voice and text. To achieve cost savings, staff worked with Daupler to transition from the current one-year contract to a three-year agreement, resulting in a 3% discount for the multi-year commitment and an additional 10% discount for full upfront payment. 

The Board approved the President and General Manager to execute the documents needed for the conveyance of property and easements to the City of Mansfield (COM) in support of COM’s 30-inch transmission waterline project. This project will extend a 30-inch waterline to JCSUD’s Plant 27 site, enabling the delivery of approximately 10 million gallons per day of wholesale water to JCSUD. 

The Board approved the upsizing of an 8-inch waterline to a 16-inch ductile iron waterline along Silo Mills Parkway using Impact Fee Offsets. This strategic infrastructure improvement supports long-term growth, reduces headloss during peak hours, supports fire flow demands, and proactively advances a portion of Master Plan Project #37. Through participating in Phase 1 and Phase 2 of Silo Mills, JCSUD will save approximately $3,000,000 on Master Plan Project #37.
