The District Board of Directors met on Tuesday, June 17, 2025, at 4:30 PM.
The Board voted to approve the installation of a new belt press building at the Wastewater Treatment Plant. This project is a 2025 Capital Improvement Project designed to protect the belt press from weather exposure. After soliciting quotes from three vendors, Texas Iron Concepts was selected as the lowest qualified bidder with a proposal of $52,005.70. The project is expected to be completed within 6 to 8 weeks from the date of contract execution. The approved project falls within the budget for Wastewater Maintenance Projects.
The Board also approved a three-year contract renewal with Cintas for uniform services for the Operations and Meter Services departments. Cintas, which has provided uniform services to JCSUD for approximately eight years, has consistently delivered reliable service. Staff reviewed a competing proposal from Unifirst but determined that Cintas remained the ideal vendor based on garment quality and service standards. The renewed contract includes a reduction in per-garment service costs. The contract involves no upfront payment, with monthly billing based on actual usage and annual costs budgeted accordingly.
The Board voted to approve setting a public hearing for August 19, 2025, to review and discuss the 2024–2025 Updated Impact Fee Study and Maximum Assessable Impact Fee, as required by Chapter 395 of the Texas Local Government Code. The hearing will coincide with the regularly scheduled Board meeting to meet legal posting timelines. The Capital Improvement Advisory Committee (CIAC) is expected to meet in July, and the updated study, prepared by Kimley-Horn, will be presented during the July 14 Board Workshop. Notice of the public hearing will be published in the local newspaper on July 19, 2025.
