The District Board of Directors met on Monday, July 14, 2025, at 4:30 PM.
Communications Manager Sinclaire Newby presented the results of the 2025 Customer Survey. The survey responses indicated consistent satisfaction ratings among customers and provided valuable feedback on areas for improvement. The District will utilize the information received through the survey during budget planning workshops to assist in resource allocation and continue improving the resources and services provided to customers.
The Board of Directors heard an update from Kimley-Horn and Associates on the 2024-2025 Updated Impact Fee Study Report and the determination of the Maximum Assessable Impact Fee amounts for water and wastewater. The process to update the Impact Fees began in May 2024 and is being done through an open and transparent process, along with input from the Capital Improvement Advisory Committee (CIAC). Impact Fees help fund infrastructure in a way that is fair but ensures that growth pays for itself, manages growth in a more planned and sustainable manner, and contributes to the long-term financial stability of the District. The District will hold a public hearing in conjunction with the regularly scheduled Board of Directors meeting on August 19, 2025, to review and discuss the 2024-2025 Updated Impact Fee Study and Maximum Assessable Impact Fee, as required by Chapter 395 of the Texas Local Government Code.
The Board of Directors approved a cost participation agreement with the City of Burleson in an amount not to exceed $60,620 to upsize approximately 1,382 linear feet of planned 8-inch waterline to a 12-inch waterline along Alsbury Boulevard. This opportunity aligns with JCSUD’s 10-year Master Plan and Impact Fee Study, which identifies the need for increased capacity in the area. While an 8-inch line is sufficient for current demand, upsizing now will help advance future infrastructure goals and reduce the need for future upsizing. The project is part of Burleson’s Alsbury Boulevard Phase 2 roadway extension.
The Board of Directors approved a Financial Advisory Service Agreement with Specialized Public Finance Inc. (SPFI) to support the District's long-term debt planning and capital funding strategy. While JCSUD’s recent bond issuances with USCA Municipal Advisors LLC were successful, staff determined that SPFI’s comprehensive and strategic approach aligns with the District’s growing financial needs. SPFI, which previously advised JCSUD and currently serves other Special Utility Districts, demonstrated a strong understanding of JCSUD’s current financial position and capital project goals. Their expertise in various funding sources, including the Texas Water Development Board, competitive markets, and private placements, will help ensure the District maintains a balanced, sustainable financial plan. Advisory fees will only be incurred as needed and based on the size of each bond issuance.
The Board of Directors approved an interlocal agreement for participation in the Ellis County Regional Water Supply Study. Led by the Trinity River Authority and the Tarrant Regional Water District, the study aims to address the growing water demand in Ellis County and its surrounding areas. JCSUD’s involvement ensures the District remains proactive in regional water planning efforts. The cost of participation is $25,000, to be funded through the Engineering Services budget.
