The District Board of Directors met on Tuesday, March 18, 2025, at 4:30 PM.
Joshua Howard, General Manager, updated the Board on current District projects, including the preliminary design of the Reverse Osmosis Water Treatment Plant, growth-driven projects, project funding, policy review, legislative change proposals, and a new board member orientation.
Outgoing board member Eric Baze was recognized for his eight years of service to the District. Gene Petross has been appointed to serve the remainder of Eric’s term.
The Board voted to approve a contract with Garver for a transmission line condition assessment. JCSUD has engaged Garver to conduct a comprehensive condition assessment of its 47-mile transmission line, a vital part of the water distribution system that serves over 80% of customers, including major wholesale users. Much of the 24-inch reinforced concrete cylinder pipe (RCCP) is near 40 years of service, with multiple failures occurring over time. The six-month assessment will utilize non-invasive field investigations, data collection, high-frequency transient pressure monitoring, and system prioritization to identify weak points, enhance efficiency, and support long-term maintenance planning. The initial focus will be on the aging west side portion of the line to quickly address key risks. This proactive effort aims to strengthen system resilience, reduce costly repairs, and ensure a reliable water service for the future.
The Board also voted to approve utilizing JER HR group for a salary survey in the second quarter of 2025 to ensure JCSUD’s pay structure remains competitive both internally and externally. Best practices recommend a salary survey every three years, but JCSUD has not conducted one since 2019. After evaluating multiple HR firms, JCSUD selected JER HR Group due to its industry expertise and access to extensive compensation data. The 12-week project will include job classification, market comparisons, internal pay equity analysis, and pay increase recommendations. This effort aligns with the District’s goal of recruiting and retaining a highly qualified and trained workforce to achieve our mission of providing safe, reliable, and affordable water.
Board President Glen Walden received his windmill tie tack for his four years of service as a director.
